Reporting to the President as a member of his Cabinet, the Vice President for Budget and Finance is responsible for management of all budget and financial aspects of the University?s operations. As part of a program-driven institution, the Vice President will interact on a daily basis with faculty, staff and students, and as a sophisticated yet understanding guide and mentor of these constituent stakeholders who is genuinely concerned with their well-being, he/she will lead by force of intellect, a commitment to the mission of UT Dallas, and an ability to work collaboratively while still displaying the necessary decisiveness and tough-mindedness. As a part of a state supported institution, he/she must always be informed about the latest developments in legislative and regulatory requirements, assuring compliance with accounting standards for higher education through the establishment of accounting policies, systems, procedures, maintenance of accounts and records, and audit of financial activities. Specific duties and responsibilities will include the following:
  • Overall leadership responsibility for the University?s budget and budgeting process, including incorporation of budgets from various units into the overall university budget, maintaining accurate budget information in the university?s HR/Financial system, payroll processing, communicating budget information to UT System, and assisting the President in identifying appropriate sources of funds for new initiatives.
  • Managing cash and bank accounts, accounting and account reconciliation, and treasury and financial services operations of the University, including managing internal controls to mitigate risk, ensuring that the official accounting records of the University are up-to-date and accurate, safeguarding the assets of the University to minimize risk of financial loss, and developing and maintaining robust costing systems and reporting tools to provide high-quality financial information that supports the University's strategic management initiatives.
  • Overall responsibility for operations utilizing PeopleSoft HR/finance system, including payroll management and processing, and coordinating with the University of Texas System in shared services of this system.
  • Provides leadership and oversight on financial forecasting, monitoring the financial health of the institution, and advising the President regarding all significant financial matters.
  • Developing and overseeing the management of financial policies, systems, and operations that protect University assets, position the finance function as an effective service organization, and help establish and achieve operating and financial goals and objectives.
  • Overseeing the development of annual and long-range strategic plans in alignment with the University?s mission and core values, analyzing the short- and long-term financial position, and making recommendations regarding the ongoing organization, integration, and effectiveness of the financial and administrative functions.
  • Responsible for monitoring fundraising campaigns and extra-curricular activities for financial controls and results and generating periodic financial statements along with analyses showing results in comparison to budgets, historical performance, and identifying trends.
  • Interpreting operating results as they affect the financial performance and making specific recommendations for improved efficiency, cost reduction and effectiveness.
  • Educating and assisting the senior administration as well as financial department leadership in ensuring compliance with internal policies, restricted funding requirements, and external standards and in incorporating financial considerations in all analyses and decisions.
  • Establishing effective working relationships with financial staff, peers and colleagues, deans and faculty, and the University of Texas System Business Affairs staff.
  • Establishing high performance standards and expectations for staff that motivate and develop the team to consistently deliver quality results while providing collaborative service excellence to customers.
  • Monitoring key financial and operational performance ratios/measures against which the University?s financial performance can be assessed, and taking the lead in recommending operating improvements that will enhance the efficiency and effective use of resources throughout all campuses.

Experience
  • Ten plus years of financial administrative leadership experience, ideally at a major public research university, or other nonprofit or corporate environment of similar complexity, including evidence of strong leadership skills.
  • At least 5 years of accomplishment at senior fiscal management level in a relevant organization, and including involvement in budget planning and execution, financial planning and analysis, sophisticated modeling and forecasting, and payroll processing.
  • A track record of advising at the highest level on issues, participating in strategy development and blending strategic and operational thinking.
  • Experience analyzing new opportunities/systems for an institution and managing their development and implementation.
  • In depth knowledge of sophisticated HR/Finance systems such as the PeopleSoft system recently implemented at UT Dallas.
  • Background working with multiple constituencies such as faculty, staff, students, and Board members.
Skills and Knowledge
  • In-depth understanding of accounting practices, managerial finance, budgeting, financial analysis, and payroll management.
  • Ability to accurately analyze complex financial and accounting data and communicate it to a wide variety of administrators, faculty, and other professionals in lay terms.
  • Ability to think in systems terms, thereby assuring that the University?s day-to-day Budget and Finance activities support the institution?s broader educational mission and its future needs.
  • In depth understanding and experience in dealing with various financing models and ability to effectively communicate the University?s financial position to banks and/or bond rating agencies.
  • Views budget and finance functions as service operations and has knowledge of best business practices and a continuous improvement perspective.
  • Tough minded with managerial courage and good negotiation skills.
  • Able to command respect through presence, financial and practical understanding of the financial aspects of business and education yet build consensus and function collaboratively to achieve the greater good.
  • Evidence of the ability to work in a complex, fast paced, environment where funding sources are varied and in flux.
  • Understanding of and appreciation for the culture and environment associated with managing a complex institution in a highly competitive, rapidly changing market environment.
