40-year-old Mariner 5 solar wind problem finds answer -- turbulence doesn't go with the flow

Research led by astrophysicists at the University of Warwick has resolved a 40 year old problem with observations of turbulence in the solar wind first made by the probe Mariner Five. The research resolves an issue with what is by far the largest and most interesting natural turbulence lab accessible to researchers today.

Our current understanding tells us that turbulence in the solar wind should not be affected by the speed and direction of travel of that solar wind. However when the first space probes attempted to measure that turbulence they found their observations didn't quite match that physical law. The first such data to be analysed from Mariner 5 in 1971 found a small but nonetheless irritatingly clear pattern in the turbulence perpendicular to both the direction of the travel and the magnetic field the solar wind was travelling through.

While it was an irritating aberration the affect was relatively small and has been essentially ignored by physicists until now. However the most recent space missions to look at the solar wind, such as the Cluster mission, are examining it with such sensitive and highly accurate modern instrumentation that what was once a small aberration was threatening to become a significant stumbling block to us getting a deeper understanding of what is going on in the solar wind ? which is effectively the solar system's largest and most interesting natural turbulence lab.

Research led by Andrew Turner and Professor Sandra Chapman in Centre for Fusion, Space and Astrophysics at the University of Warwick has found a solution to this 40 year old problem. The research team looked at data from the Cluster mission and they also created a virtual model of how magnetohydrodynamic (MHD) turbulence builds up in the Solar wind. They then flew a virtual space probe through that virtual model in a range of directions unlike the single direction of travel open to a probe such as Mariner 5.

University of Warwick researcher Andrew Turner said that what they found was that:

"The analysis clearly showed that when all these results were considered together any correlation between changes in the turbulence in the solar wind and the direction of travel simply disappeared. The observed non-axisymmetric anisotropy may simply arise as a sampling effect of using just one probe taking a single particular path through the solar wind."

Xbox 360's ESPN3 app updated with more voice control, split screen and more

The PlayStation 3 may have NFL Sunday Ticket but the Xbox 360 still has exclusive access to ESPN3's slate of games, shows and replays, and today the app was updated with a new look and a few new features. Viewers can designate their favorite sports and teams to bring related content right to the front, while a new mini-guide gives easy access to other streams while you watch. If you're trying to keep track of more than one game there's also support for split screen viewing (with independent control of each stream) and upgraded voice control for Kinect owners. Other tweaks include a college football scoreboard to keep track of all the games at once, reminders, live alerts on score changes and the addition of ESPN's BottomLine. Unchanged is the restriction that you need to subscribe to a TV provider that includes ESPN3 in its package, but if you do have the service (and shell out for XBL, of course) it should be available the next time you load up your console. Laser plasma accelerators offer the potential to create powerful electron beams within a fraction of the space required by conventional accelerators ? and at a fraction of the cost. Their promise for the future includes not only compact high-energy colliders for fundamental physics but diminutive sources of intensely bright beams of light, spanning the spectrum from microwaves to gamma rays ? a new kind of ultrafast light source for investigating new materials, biological structures, and green chemistry. Compared to today's giant science facilities, "table-top" laser plasma accelerators may eventually be able to do equally powerful research with minimal environmental impact.

To reach these goals, laser plasma accelerators must be able to produce high-quality, stable electron beams and tune those beams to the users' needs. The LOASIS program at the U.S. Department of Energy's Lawrence Berkeley National Laboratory (Berkeley Lab) has already demonstrated high-quality beams up to a billion electron volts in a mere 3.3 centimeters; the BELLA project will reach 10 billion electron volts in a single meter.

Now the LOASIS team has demonstrated a simple way to tune highly stable beams through a wide range of energies. They describe their methods in the journal Nature Physics.

"To describe how a laser plasma accelerator works, I use the analogy of a surfer riding a wave," says Wim Leemans, who heads the LOASIS program in Berkeley Lab's Accelerator and Fusion Research Division. "The surfers are the electrons themselves. The waves form when a laser pulse plows through a plasma."

In a plasma, atomic nuclei (ions) are separated from electrons, and immensely strong electric fields can build up between the oppositely charged particles when they are separated by the waves behind a powerful laser pulse. Some of the electrons in the plasma are swept up by the waves and are quickly accelerated to high energy.

"In this case the wave is a tsunami, and it doesn't much matter what the surfers do; they'll be carried along," Leemans says. "That's called self-trapping. But there are other ways a surfer can catch a wave. Real surfers can gauge the size and speed of an oncoming wave and start paddling to match its momentum."

Attempts to create tunable electron beams through momentum-matching have been tried, by injecting electrons into the accelerating field ? first giving them a boost using colliding laser pulses to catch the wave, then using a different drive-laser pulse to excite a wave on which those surfing electrons can be accelerated to high energies. It's an approach that demands sophisticated timing and synchronization, and along with other tuning methods for one-stage accelerators, requires electron injection that's localized in space and time.

"But there's a third way of helping a surfer catch a wave," Leemans says, "and that's by slowing the wave until even slow surfers can catch it ? then increasing the speed of the wave." In other words, a two-stage process ? and this turns out to be the secret to tunable, high-quality electron beams.

For their experiments the Berkeley Lab scientists modified the same 3.3-centimeter LOASIS accelerator and the same 40-trillion-watt peak-power drive laser, dubbed TREX, they used to produce the first billion-electron-volt beam. The accelerator is a block of titanium sapphire with a narrow capillary through it, filled with hydrogen gas that's ionized to a plasma by a jolt of electricity, just before the drive-laser pulse enters.

Slowing the laser wake and then speeding it up requires controlling the wake's phase velocity. To modify the LOASIS system for "two-stage," tunable acceleration, the researchers introduced a supersonic jet of helium gas that passes through the accelerator's hydrogen-filled capillary at the upstream front end. This sharply increases the density of electrons in the subsequent plasma. The plasma density then falls off rapidly downstream.

"The extra density itself serves as a lens to focus the laser to higher intensity, and the laser is focused right where the extra density is beginning to decrease," says Leemans. Here at the edge of the "density downramp," the slower waves trap electrons more readily. "The waves in the wake are falling farther behind the laser pulse as it enters the region of lower density."

Density control is only one way to control wave velocity, however. Another method is through laser intensity ? an unexpected gift from Albert Einstein's Special Theory of Relativity. Leemans explains, "The particles in the plasma waves have slowed because of the increased density, but they're still moving relativistically, near the speed of light,"

Carl Schroeder, a theoretician with LOASIS and an author of the Nature Physics paper, says that "as the laser is focused, its intensity increases, driving larger and larger plasma waves. Larger waves increase the relativistic mass effect. This reduces the frequency of the wave and stretches the wavelength. The peaks of the waves fall even farther behind the laser pulse."

Says experimenter Tony Gonsalves, first author of the Nature Physics paper, "If we simply end the plasma there, we have a stable low-energy accelerator. But with a second stage we can accelerate the electron beam to much higher energy, and we can tune that energy."

The same drive-laser pulse whose wake has been slowed by plasma density and laser intensity now powers into the low-density region of the accelerator; the following waves, carrying their extra load of electron "surfers," rapidly catch up.

"Tuning the energy is possible because by changing the density or location of the higher-density plasma, we can change its focusing power, the intensity of the laser pulse, and how much the pulse spreads out in the following lower-density plasma," Gonsalves says. "This allows us to tune the acceleration length and the final beam energy. The stability we achieve over our tunable range is quite amazing."

By tailoring plasma density in the two zones over the length of the accelerator, the LOASIS researchers were able to tune the energy of the electron beams over a range from 100 million electron volts to 400 million electron volts, while maintaining energy stability to within a few percent.

Leemans says, "Tailoring plasma density longitudinally this way is a concept that shows a new path to the level of sophisticated tuning for accelerators and light sources that users of conventional facilities just take for granted. It's a major step toward perfecting the laser plasma light sources and accelerators of the future."

Melanin's 'trick' for maintaining radioprotection studied

ScienceDaily (Aug. 23, 2011) ? Sunbathers have long known that melanin in their skin cells provides protection from the damage caused by visible and ultraviolet light. More recent studies have shown that melanin, which is produced by multitudes of the planet's life forms, also gives some species protection from ionizing radiation. In certain microbes, in particular some organisms from near the former nuclear reactor facilities in Chernobyl, melanin has even been linked to increased growth in the presence of ionizing radiation.

Research at the U.S. Department of Energy's Savannah River National Laboratory, in collaboration with the Albert Einstein College of Medicine, has provided insights into the electrochemical mechanism that gives the complex polymer known as melanin its long-term radioprotective properties, with a goal of using that knowledge to develop materials that mimic those natural properties.

A recent article in the journal Bioelectrochemistry relates how the researchers established that ionizing radiation interacts with melanin to alter its oxidation-reduction potential, resulting in electric current production.

Radiation causes damage by stripping away electrons from its target. "Over time, as melanin is bombarded with radiation and electrons are knocked away, you would expect to see the melanin become oxidized, or bleached out, and lose its ability to provide protection," said Dr. Charles Turick, Science Fellow with SRNL, "but that's not what we're seeing. Instead, the melanin continuously restores itself."

The team's research took them one step closer to understanding that self-restoration mechanism. They demonstrated that melanin can receive electrons, countering the oxidizing effects of the gamma radiation. The work showed, for the first time, that constant exposure of melanin to gamma radiation results in electric current production.

Mimicking that ability would be useful, for example, in the space industry, where satellites and other equipment are exposed to high levels of radiation for long spans of time. "Looking at materials, a constantly gamma radiation-oxidized electrode consisting in part of melanin would continuously accept electrons, thereby resulting in a current response," Turick said. "If we could understand how that works, we could keep that equipment working for a very long time."

Stocks rally strongly after weeks of losses

Wall Street rallied strongly at Monday?s opening bell, as investors shook off fears that the economy could be headed into a second recession, which have pummeled the market?s major indexes for four weeks in a row.

The Dow Jones industrial average was up over 180 points in the early going and trading above the psychologically-important 11,000 level.

No major economic reports are due out Monday. Later in the week, traders will be sorting through a handful of figures on new home sales, durable goods orders and weekly claims for unemployment benefits for signs of a recession.

Many analysts are looking toward a speech by Ben Bernanke, the Federal Reserve chairman, at an annual meeting in Jackson Hole, Wyo. on Friday. Last year, Bernanke's speech at Jackson Hole set the stage for a $600 billion program to stimulate the economy through buying Treasury bonds. That effort ended in June. Some analysts believe the Fed may make another move to help the flagging economy in the coming months.

Brent crude prices fell to near $107 a barrel on Monday as Libyan rebels appeared closer to toppling Moammar Gadhafi's regime. Rebel forces pushed into the capital Tripoli on Sunday. Some analysts believe oil prices could drop as Libyan resumes exporting oil.

The benchmark U.S. oil contract was trading higher Monday morning. Brent crude has been unusually high compared with U.S. crude futures contract for months, partially because Europe relies more than the U.S. on oil from Africa, including Libyan imports.

Lowe's stock rose 2.4 percent. The home improvement retailer said it will buy back up to $5 billion stock over the next two to three years. Last week, Lowe's lowered its sales forecast for the second half of the year as shoppers grow more worried about the economy.

The S&P 500 index lost 4.7 percent last week. The sharpest drops came Thursday with news of weaker manufacturing in the mid-Atlantic states and an increase in the number of people who applied for unemployment benefits.

UPDATES magnitude; Map locates the epicenter of an earthquake in Virginia

(AP) ? Thousands of travelers flying to and from the East Coast were delayed Tuesday by an earthquake that shook airport terminals and forced the evacuation of air traffic control towers at some of the nation's busiest airports.

Immediately after the quake, the FAA ordered planes at airports around the country to stay on the ground rather than fly to airports in New York, Philadelphia, New Jersey, Washington, D.C., and Virginia where traffic was temporarily halted. Among major airports in the region, only New York's LaGuardia continued operations throughout the day.

By late afternoon, traffic at all the airports was returning to normal, although delays were expected into the evening.

Delta Air Lines said it expected to cancel about 15 flights from JFK and a dozen flights from Reagan National because of the earthquake. JetBlue had resumed all operations, but it was urging passengers to check their flight status and expect delays both in and out of East Coast airports. JetBlue reported seven diversions, but no cancellations.

American Airlines diverted four planes away from the earthquake zone, said spokesman Tim Smith.

"In those first minutes, we didn't know what we had, so we sent them elsewhere until we had a better handle on what the conditions were," Smith said. He said all four planes would be refueled and eventually continue to their scheduled destination, although delays could snowball in the busy New York air corridor.

"Airplanes are coming and going," Smith said, "but at the New York airports, when you get a delay it tends to stay."

United Airlines diverted two JFK-bound planes; one to Pittsburgh and the other to Hartford, Conn. Both were expected to finish the trip to New York later Tuesday, said airline spokeswoman Megan McCarthy.

"We do have some delays, but (the earthquake) was a fairly minimal impact," she said.

Southwest Airlines expected delays on the East Coast to continue into Tuesday evening but didn't expect widespread cancellations, said spokeswoman Beth Harbin.

Two hours after the earthquake, the FAA was still reporting delays at Newark Liberty International Airport and Reagan National Airport near Washington. Flights leaving the Philadelphia airport also experienced delays of more than an hour Tuesday afternoon.

There were transportation snarls elsewhere along the East Coast as well. Amtrak reported train service along the Northeast Corridor between Baltimore and Washington, D.C., was operating at reduced speeds. Amtrak crews were inspecting stations and railroad infrastructure before returning to normal operation.

Washington's Union Station ? which serves Amtrak, commuter trains and the Metro subway ? was evacuated due to falling plaster. Metro officials said subway trains were undamaged, but were operating at reduced speeds.

The towers at Kennedy, Newark and Reagan National airports were evacuated during the quake, according to officials for the FAA and the National Air Traffic Contollers Association.

Tim Hardison, an official with controllers association, said Andrews Air Force Base in Maryland was closed to air traffic. Air traffic for the base is handled by controllers working for FAA.

Laura Brown, a spokeswoman for the Federal Aviation Administration, who was evacuated from FAA's headquarters in downtown Washington, said in an email that she wasn't aware of equipment outages.

But Hardison said the FAA regional air traffic control center in Leesburg, Va., was "shaking pretty hard" during the quake, which was centered in Virginia.

"Everyone was aware that something not-so-good was going on. I can't describe how long it lasted because we were all just looking at each other," Hardison said in an email.

"We are still trying to talk to aircraft because they wanted to know why they were shaking," he said in an email about an hour after the earthquake. "No one was in a panic state, but people were trying to figure out what was going on."

Controllers at the center, which handles air traffic for several airports in Virginia and Maryland, "just kept doing their job," he said.

After the quake, all controllers in the building ? including those taking their breaks ? were ordered back to the control room "to make sure everything was squared away there," Hardison said.

(AP) ? A bio-art project to create bulletproof skin has given a Utah State researcher even more hope his genetically engineered spider silk can be used to help surgeons heal large wounds and create artificial tendons and ligaments.

Researcher Randy Lewis and his collaborators gained worldwide attention recently when they found a commercially viable way to manufacture silk fibers using goats and silkworms that had spider genes inserted into their makeup.

Spider silk is one of the strongest fibers known and five times stronger than steel. Lewis' fibers are not that strong but much stronger than silk spun by ordinary worms.

With Lewis' help, Dutch artist Jalila Essaidi conducted an experiment weaving a lattice of human skin cells and silk that was capable of stopping bullets fired at reduced speeds.

"Randy and I were moved by the same drive I think, curiosity about the outcome of the project," Essaidi said in an email interview. "Both the artist and scientist are inherently curious beings."

Lewis thought the project was a bit off the wall at first, Essaidi acknowledged.

"But in the end, what curious person can say no to a project like this?" she said.

Essaidi, who used a European genetics-in-art grant to fund her project at the Designers & Artists 4 Genomics Awards, initially wanted to use Lewis' spider silk from goats to capitalize on the "grotesque factor" of the mammal-spider combination.

But Lewis didn't yet have enough of the spider goat silk to send hundreds of yards to Essaidi. So he sent her spools of silk from silkworms he had genetically engineered in a fashion similar to the goats.

Essaidi initially intended to fire .22 caliber bullets at the "skin" stretched in a frame. But she decided to place the "skin" on a special gelatin block used at the Netherlands Forensic Institute.

Using a high-speed camera, she showed a bullet fired at a reduced speed piercing the skin woven with an ordinary worm's silk But when tested with Lewis' genetically engineered worm's silk grafted between the epidermis and dermis, the skin didn't break. Neither was able to repel a bullet fired at normal speed from a .22 caliber rifle.

"We were more than a little surprised that the final skin kept the bullet from going in there," Lewis said of the tests at reduced speed. "It still ended up 2 inches into the torso, so it would not have saved your life. But without a doubt the most exciting part for us is the fact that they were able to recreate the skin on top of our fibers. It's something we haven't done. Nobody has worked in that area."

Essaidi was intrigued by the concept of spider silk as armor, and wanted to show that safety in its broadest sense is a relative concept, hence bulletproof.

"If human skin would be able to produce this thread, would we be protected from bullets?" she wondered on her blog. "I want to explore the social, political, ethical and cultural issues surrounding safety in a world with access to new biotechnologies."

She said it is legend that Achilles was invulnerable in all of his body except for his heel.

"Will we in the near future due to biotechnology no longer need to descend from a godly bloodline in order to have traits like invulnerability?" she asked.

Lewis downplayed the potential bulletproof applications of his research.

"I certainly would not discount that, but I don't see that as a tremendous application at the moment," he said.

He said bulletproof vests already exist. But being able to grow cells and use the material to replace large amounts of human skin could be significant for surgeons trying to cover large wounds, or treat people with severe burns.

He said the material's strength and elasticity would enable doctors to cover large areas without worrying about it ripping out ? a big advantage over small skin grafts.

Lewis couldn't give a time frame for such a use because it would require FDA approval. But he hoped to do some animal testing within two years, and noted spider silk already has proven very compatible with the human body.

The next step is to generate more material to test what cells will grow on it ? made easier with the "transgenic" silk worms and milk from goat spiders.

The real stuff is still the holy grail for fibers and textiles but not the easiest to come by as evidenced by an 11-by-4 foot tapestry unveiled two years ago at the New York Museum of Natural History that took millions of spiders to complete.

"We know some skin cells will grow (on our fibers), but can we get cells that make ligaments and tendons grow," Lewis said.

He said it may be easier to use the genetically engineered silk to make materials better than actual ligaments or tendons.

Essaidi, meanwhile, said she has plenty of wild ideas but wants to transplant the bulletproof skin.

She said Geert Verbeke, director of Verbeke Foundation in Belgium, the biggest Eco/BioArt museum, wants to wear the skin "as an ode to BioArt."

Back at Utah State's bio-manufacturing facility in Logan, Utah, Lewis just started breeding for the next round of milking in January. He has about three dozen of the genetically engineered goats. He extracts proteins from the special milk then spins them in a way that replicates the spider's method, resulting in a strong, light-weight fiber.

"Nothing is as strong as the natural fiber, yet," Lewis said of spider silk. "But we are working on solving that problem."

Quinn leapfrogs Tebow for No. 2 in Broncos' Game 2

(AP) ? Brady Quinn has leapfrogged Tim Tebow, at least for one night.

Denver Broncos football chief John Elway tweeted before Denver's game against the Buffalo Bills that Quinn will follow starter Kyle Orton on Saturday night.

More than an hour before kickoff, Elway tweeted: "Looking forward to seeing our QBs tonight. Tim went in after Kyle last week, and Brady will go second tonight. All competing."

The order is not a surprise. Quinn got most of the second-team work during practice this week, and this gives them comparable data when making a final decision.

Quinn didn't play a single snap during the regular season in 2010, when Tebow was usually the No. 2 quarterback so he could spell Orton occasionally and run special plays designed to capitalize on his running abilities.

Va. executes man for raping, killing elderly woman

(AP) ? A man who raped and suffocated an 88-year-old woman was executed, becoming Virginia's first inmate to be given a lethal injection using a revised three-drug cocktail.

Jerry Terrell Jackson, 30, was pronounced dead at 9:14 p.m. Thursday at Greensville Correctional Center.

Asked if he had any final words, Jackson shook his head and said "no" under his breath. As he waited for the drugs to be administered, he tapped his foot as he lay strapped to a stainless steel gurney. The execution team took about 15 minutes to insert two intravenous lines, one into each arm. Within four minutes of the lines being inserted, he was pronounced dead.

Jackson was sentenced to death for the 2001 rape and murder of seamstress Ruth Phillips in her Williamsburg apartment.

Like other states, Virginia recently replaced sodium thiopental with pentobarbital after a nationwide shortage of the sedative, which is administered before two other drugs that stop the inmate's breathing and heart. Attorneys in some states have contested the use of pentobarbital, but federal courts have ruled the change is not significant enough to stop executions.

Pentobarbital has been used in two dozen executions this year, according to the Death Penalty Information Center.

Richard Phillips, who found his mother dead on Aug. 26, 2001, said the execution was long overdue. Neither Phillips nor other members of the victim's family witnessed the execution.

Ruth Phillips, a widow for 30 years, followed her son to Virginia from New Hampshire in the late 1990s. She worked as a seamstress making slip covers and draperies up until her death. Richard Phillips said he had wanted her to move close to him so she would be safe.

Authorities say Jackson broke into her apartment. When she awoke and found him rummaging through her purse, she offered him anything if he would leave. Instead, he put a pillow over her face and raped her, according to authorities. They said Jackson then fled in her car and used the $60 he stole from her apartment to buy marijuana.

"I'm sorry Mrs. Phillips lost her life due to something that I done," Jackson had said recently. "I'm sorry to Mr. Philips that he hurt so much. I'm sorry that he lost his mother."

Jackson nearly got a reprieve last year when U.S. District Judge Leonie Brinkema allowed a two-day evidentiary hearing in which Jackson's brother and sister testified about the abuse he suffered at the hands of his father and stepfather while growing up.

Brinkema ordered that Jackson at the time should receive a new sentencing hearing, saying the testimony "painted a graphic picture of an unwarranted, continuous, sadistic course of conduct that terrorized and dehumanized Jackson throughout his childhood." But earlier this year, a federal appeals court overturned that ruling on a technicality.

Recently, Jackson's attorneys had argued jurors should get a chance to hear those graphic details of childhood abuse.

That argument was not enough to sway Gov. Bob McDonnell, who denied a request to commute Jackson's sentence to life in prison last week. The U.S. Supreme Court denied a request earlier in the day Thursday to block the execution.

In a telephone interview with The Associated Press last Friday, Jackson talked about the abuse, which began with a broken arm when he was 19 months old and continued with sexual abuse and beatings with a fist, belt and once a two-by-four for more than a decade.

Jackson acknowledged killing Phillips. Although he said it wasn't an excuse for what he did, Jackson said he didn't think it would have happened if he could have escaped the abuse as a child.

"I don't think I would have ended up this way," he said. "I don't think I would be on death row."

The Rev. Christine Payden-Travers, who has written to and visited with Jackson for several years, called him a loyal and caring friend to many people.

She was with Jackson until he was taken into the death chamber. She then witnessed the execution, holding her Bible, sometimes shutting her eyes and appearing to mouth a prayer. She had called up until the final hours for Jackson's life to be spared.

Payden-Travers and Jackson's attorney declined to comment after the execution.

Jackson had followed news reports about the use of pentobarbital, including a recent Georgia execution in which there was some evidence the inmate suffered when the drug was used. He said he was concerned about its use.

Department of Corrections spokesman Larry Traylor said the execution team had trained on the amended protocol using the new drug, read to "carry out the order of execution in a professional and constitutional manner."

I am looking for a way to get my debt under control. I have been in contact with a representative from "credit solutions debt relief program". I was wondering if there was anyone who had any experience with this company. Russia Pushes To Claim Arctic As Its Own

Four years ago, Russian researchers made a bold, if unseen, move. From a submarine, deep beneath the icy waters of the North Pole, they planted a Russian flag on the ocean floor.

Russia has the world's longest Arctic border, which stretches more than 10,000 miles. And for Russia, that 2007 research mission was only the beginning of a major drive to claim ownership of vast portions of the Arctic, as well as the oil and gas deposits that are beneath.

At present, Russia has some islands in the Arctic Ocean. But aside from that, the country's northern border effectively ends where the Arctic Ocean begins.

Yet the Russian government is now making the argument that its border should be extended northward. The government says that hidden under the Arctic's icy waters is a mountain range, the Lomonosov Ridge, which goes all the way to the North Pole. They say this shows that Russia continues north below sea level, and the country has scientists in the Arctic Ocean now, collecting evidence for the claim.

On a recent visit, a speedboat raced up the Pechora River in one small part of the vast region. The river cuts through hundreds of miles of empty green and sandy tundra and empties into the Arctic Ocean.

In a small fishing village with a smattering of wooden houses in the Nenets Autonomous Region, Yuri Tyulyubayev, a travel company owner, says many local residents agree with the government.

"People are happy that we have oil because ... we have more work, we have more profit, we have everything," says Tyulyubayev.

In many ways, Tyulyubayev is a poster child in Russia's campaign for Arctic energy. He arranges travel for the oil industry. So his small company stands to profit if foreign energy companies flock here. His native land of north-central Russia is largely unspoiled.

"It's a very, very reindeer region," he says. "We have more than 150,000 reindeer for 40,000 people."

'They Could Break Everything'

And now, a lot of oil and gas companies. There are Russian firms, but also companies from the U.S. and Vietnam, all exploring for oil and gas onshore. And if Russian leaders have their way, exploration will begin in the Arctic Ocean itself as early as this winter. Tyulyubayev says the more money and business that come to this region, the better.

But what about the risks to the environment?

"Of course we worry. But I would not say that this is the first worry in our life," he says. "Economic life is much more important for people."

The Russian Arctic has the scars of history. The northwest, around the port city of Murmansk, was pummeled by Adolf Hitler's forces during World War II. The Arctic was also one of Soviet dictator Josef Stalin's favorite places to send his perceived enemies, with gulags that dotted the snowy landscape.

The indigenous people of this region bore much of the brunt. The Saami tribe, for one, has lived centuries in Russia's northwest, near the Norwegian border. Saami people were forcibly collectivized on farms under Stalin. Nadezhda Lyashenko, the Saami woman singing traditional tribal music here, can recount the horror stories. Her grandfather, a reindeer shepherd, was shot in 1937, accused of being a spy after he crossed into Finland chasing a reindeer herd.

After decades of relative peace, Lyashenko says, trouble seems to be returning to her native Arctic lands. She sees Russia and other world powers in a race for oil and gas, ignoring the potential impact to a part of the Earth that's been rarely touched.

"The Arctic is just so fragile," she says. "This time, it's a research boat going out there. It's like the prick of a needle, and the land will heal. But if they go with knives, with spears, they could break everything. And then what?"

Putin's Political Gift

Russia has signaled that it means business. The government seems determined to militarize the Arctic, announcing recently that two army brigades ? several thousand troops ? will soon be patrolling there.

Prime Minister Vladimir Putin, in a speech to the country's ruling United Russia party this summer, vowed to open the Arctic Ocean for offshore development. He announced plans to build a new, year-round port on the Yamal Peninsula in the center of Russia's north coast. Putin said that Russia would consult with other Arctic countries. But, he added, Russia will be "firm and persistent" in protecting its interests.

Konstantin Simonov, who heads the National Energy Security Fund, a Russian think tank that consults with oil and gas companies, says the Arctic is a political gift for Putin. As Soviet power fades into memory, Putin can say this is one part of the world where Russia still calls the shots.

"With the help of Arctic, Putin can show to people that Russia is still a serious power," Simonov says.

The risk, Simonov says, is exaggerated expectations. Many of the offshore oil and gas projects are at least a decade away from bringing economic benefit ? assuming they succeed.

Yet Russians who live above the Arctic Circle are growing excited. They look to neighboring Norway, or to Alaska, where citizens share in oil profits. And they believe their time has come. Simonov thinks about one desolate village, Teriberka. It's on the coast near the Norwegian border. People there were told that as soon as a new offshore gas deposit, known as the Shtokman field, is explored, the community will get a natural gas processing plant and plenty of jobs.

"I can understand these people because they have no other alternative but to dream that our plans to develop Arctic will be realistic," Simonov said.

Holding On To Hope

To reach the village of Teriberka requires driving 100 miles across empty tundra. It's a place that's struggling. It has dirt roads and maybe 700 residents who live in old Soviet housing that's crumbling.

According to 33-year-old Andrei Udin, life in Teriberka is depressing. He has tried for years to find real work. Udin likes the tough talk from Putin, the promise to fight for Arctic territory. "What's ours should be ours," Udin says. But after years of delay, he's beginning to wonder if that natural gas processing plant is really coming to Teriberka.

"If I don't have a job, natural gas does nothing for me," Udin says. "I can't exactly use the gas for food." Frustration is growing around this village. People are beginning to say that unless the oil and gas riches will be shared, maybe it's best to leave nature alone.
