Being a responsible pet owner can seem like a daunting task, even more so when living in Beijing, but it quickly turns into a rewarding experience with the right amount of research and preparation.

Registering Your Dog
Twenty years ago, pet dogs were a relatively rare sight in Beijing, as raising pets was largely seen as a bourgeois pastime. Since then, the canine population has exploded, prompting the municipal government to require all dogs to be registered by law. (Other animals are exempt from the regulation.) As of 2010, there were 950,000 registered dogs in the city, but the true number is estimated to be closer to 2 million dogs. Last November, there was talk of making microchipping mandatory for all registered dogs, but the measure remains limited to a few pilot projects for now.

Here?s what you should know about dog registration:

  • Only one dog can be registered per household address. If you own a second dog, it must be registered at a second household address.
  • All dogs living within the Fifth Ring Road must measure no more than 35cm from floor to shoulder.
  • Your local public security bureau (PSB) is in charge of administering dog registrations. In Chinese, these are known as p?ich?su? (???). The registration process may vary according to district, so ask your PSB for details.
  • The first time you register your dog, you must bring your dog, two passport-sized photos of your dog (front head shot), your ID (including your passport and residence permit), your lease agreement or property title document, and written permission from your neighborhood watch committee or j?w?ihu? (???), and money for the registration fee. If you live in one of Beijing?s eight major districts (Dongcheng, Xicheng, Chongwen, Xuanwu, Chaoyang, Haidian, Fengtai, and Shijingshan), the registration costs RMB 1,000 the first time and RMB 500 for each annual renewal.
  • Newly adopted or imported dogs can be registered any time after January 1. The registration will be valid from the date of registration until April 30, 2013. For dogs that are already registered, pet owners have a one-month registration renewal window from May 1 to 31.
  • After successfully registering your dog, you will receive an ID card with your dog?s photo and your contact information. If you?re caught without this ID while walking the dog, you could face a fine of RMB 2,000.

Spaying/Neutering and Vaccinations
Rabies is a serious and potentially fatal viral disease that attacks the nervous system of animals and humans. Every year, over 55,000 people worldwide die of rabies, with most deaths occurring in Asia and Africa. The virus is carried in saliva and usually transmitted through a bite from an infected animal. Kids are at particular risk, since they?re both more likely to be bitten and less likely to report their bites to adults. For more information on the rabies vaccine, see here.

In China, dogs and cats are required by law to receive annual rabies vaccinations; three-year rabies vaccinations from other countries are not recognized here. Dog owners can get a discount on the rabies shot if they bring their dog?s registration receipt and ID card to a legally registered and licensed animal hospital.

Animal health experts also recommend an annual canine distemper (DHPPi) vaccine for dogs and a feline distemper (FVRCP) shot for cats, which is administered every one to three years. Owners must keep track of their pet?s vaccinations with an official Beijing Animal Health and Immunity Certificate (a burgundy-colored booklet).

Though not required by law, spaying and neutering ? i.e. surgical sterilization ? is highly recommended for cats and dogs. Spayed or neutered animals are less likely to roam, which can help contain the spread of rabies. Other benefits include decreased aggression, urine marking, and inappropriate mounting and protection from cancers, infections, and STDs. If you register your dog after it?s been neutered or spayed at a licensed animal hospital, you can get a 50 percent discount on the registration fee ? as long as you have the proper document.

Animal Hospitals
Beijing has more than 120 animal hospitals, but be very careful about your choice. Only animal hospitals registered with the Agricultural Bureau are allowed to provide safe and legal vaccines imported from Europe and North America. Before entering the premises, look for a large gold plaque with red characters and a valid plaque number. The plaque should read: ????????????? (d?ngw? ku?ngqu?nb?ng mi?ny? zh?sh? d?ngdi?n d?nw?i). Only Chinese veterinarians are licensed to practice in Beijing and give shots; foreign veterinarians can consult, but cannot physically administer the shots. All veterinarians and veterinary technicians must be registered and licensed in China by the Agricultural Bureau.

Mennonites Culture In Paraguay - Travel - EzineMark

It is considered that Paraguay is one of the South-American Catholic countries, but it does not mean it is the only one religion spread within the country. What about Protestants, which comprise nearly 10 per cent of population? In particular, Protestantism is represented here by culture of Mennonites, which settled and have established own communities since the beginning of the 20th century. Nowadays, besides their main function, these settlements serve as places of tourist attraction, annexing to Asuncion, San Lorenzo, Ciudad Del Este and other country resorts. Mennonite colonies were settled by Russians, Canadians and Germans mainly and thankfully to Paraguayan authority, which allowed this in a purpose of development of Chaco region (resolving the problem of decreasing population and bad condition of industry and economy). In their turn, colonists were happy to have religious freedom, rights to speak and write native language, even for the cost of living in dry lands.

In addition, the idea of oil deposits in the area of Chaco and dissatisfaction with Bolivian intervention contributed to the necessity of settlements' arrangement. Hence, establishment of Mennonites culture was like a win-win situation, when both Paraguayans and foreigners got what they wanted in a benefit of each other.

Most of the tourists coming to Paraguay must go to the "community of Filadelfia" - a picturesque religious colony that was founded by Mennonites in the late 1920s, located in the western part of the country and serving as the capital of Boqueron Department. In particular, it was founded by Russian Mennonites, who got off Soviet Union and escaped Stalin's repression policy.

Being situated in Gran-Chaco, it was established very close to the area of Chaco war, but, surprisingly, it has not been affected by military actions. Although, it cannot be said about the Second World War, during which German colonists have divided this city in order to support Nazis. Nowadays Filadelfia operates the museum of local history and, by the way, certain colonies are preserved around the city, such as: Chulup?, Toba-Pilaga, Lengua, Ayoreo and Sanapan?. Additionaly, there are modern sites of attraction like camping site 5 km away from Filadelfia and known as Parque Trebol. There is also one radio station in Filadelfia and one supermarket (which is not a surprise, when learning that population of the city is nearly 10 thousand residents), which appears to be the last stop to buy some products before going to Chaco area.

Other Mennonite colonies include Loma Plata, the oldest settlement, imbued with the traditions of the founders, and the New Holbshtadt - a spot, which is the best place to buy Native American crafts.

Studies: Surgery can put diabetes into remission

CHICAGO (AP) ? New research provides clear proof that weight-loss surgery can reverse and possibly cure diabetes. Doctors say it should be offered sooner to more people with the disease ? not just as a last resort.

Two studies compared stomach-reducing operations with medicines alone for obese people with Type 2 diabetes. Millions of Americans have this and can't make enough insulin or effectively use what they do make.

The studies found that surgery helped far more patients achieve normal blood-sugar levels than drugs alone did. Some people were able to stop taking insulin as soon as three days after their operations.

The studies were published online by the New England Journal of Medicine and one was presented Monday at a cardiology conference in Chicago.

2. The Black Community: "We only care when the killer is White!"

I've been in a number of public and private discussions of the Trayvon Martin case and my mind has been busy with the following thoughts. Let me say that I ABHOR violence of ANY kind no matter who is doing it and no parent should have to bury their child. It bothers me that Liberal race-baiting opportunists Al Sharpton and Jesse Jackson never show their face on a crime such as this, unless the perpetrator is a White man or woman. Then you have White Independents/Conservatives like Geraldo Rivera and Beck who jump in to justify and defend Zimmerman without knowing all of the facts either. NONE of these four men I named have all of the facts. They deliberately step in to fan the flames, which only serves to exacerbate racial tensions in this country. We take two steps forward, then two steps back, that's the way this cycle goes in this country.?

?I am reminded today of another big case in my home city of Atlanta where three black men were caught on video beating the crap out of another black man, Brandon White. In that case, the video went viral and was largely covered in the media but NOT because a black man was attacked, but because a GAY black man was attacked. Being a homosexual victim of violence even trumps being Black and a victim of violence.?Why is there such an apathetic acceptance in the Black community of violence perpetrated by a Black person on another Black person? Why does it matter so much more if the killer is a White person? Why are these attitudes so ubiquitous? In reality, for those of you that live in the Black community, you are more likely to be killed by another Black person than a racist (or non-racist) white person. The same thing can be said for white people, who if killed by violence in their community, are more likely to die at the hands of one of their own.

No one group is more violent than another and White people commit a TON of violence as well. Just look at pretty much ALL of the mass school shootings like Columbine that have taken place over the years. I would be afraid for my child at a predominantly white suburban school because it seems as though if a white student gets angry or is bullied and wants to shoot he or she sentences EVERYBODY! Black folks just don't do that. We go after the person with whom we have the conflict - plain and simple, wrong or right. We have got to find a way to change the way we think about a Black life, which is no more or less valuable than any other and start raising hell about the violence in our own communities when both the perpetrator AND the victim are Black. Trayvon Martin's case should not only start a dialogue on racist white people, whom I believe are the minority of white people, but also bring attention to violence between black people in our own communities. If we fail to bring attention to THAT problem, which is a far greater one, then we do not respect Trayvon Martin's life as much as we claim to.?

Pope arrives in Mexico, condemns drug culture

Pope Benedict XVI arrived for a three-day visit to Mexico, his first trip to Spanish-speaking Latin America, condemning the "evil" of drug gangs and praying for victims of violence.

Crowds of cheering, flag-waving faithful stood in the blazing sun along the 20-mile (34 kilometer) journey to the city of Leon made by the pontiff in the pearly white Popemobile after landing Friday in the central, heavily Catholic state of Guanajuato.

In only his second trip to the world's most Catholic continent, the pope, who turns 85 next month, will visit Silao, Leon and Guanajuato in Mexico until Monday and then spend two days in communist Cuba, in Santiago de Cuba and Havana.

"Brother Benedict, now you're Mexican," shouted young people wearing white t-shirts bearing images of the pope, as mariachi musicians played at the airport.

Benedict said he would pray "particularly for those who suffer... all forms of violence," with expectations high for a strong message of peace amid a wave of drug violence that has left some 50,000 dead in five years.

During the flight, he called for efforts "to fight this evil which destroys our young," referring to drug gang culture, as well as "moral responsibility" and a rejection of "the worship of money which enslaves men."

Mexican authorities promised maximum security during the visit, with some 5,400 security forces deployed, while the archbishop of Leon even called on local drug gangs to agree to a truce.

The pope was set to face criticism over the clerical abuse scandal during the visit, particularly the Vatican's management of Mexico's most notorious offender, Marcial Maciel, the founder of the Legion of Christ order who died in 2008.

Mexican victims of the sexual abuse were disappointed that he had no plans to meet them.

Although Mexico is numerically the world's second most-Catholic nation -- where 84 percent of the population has been baptized -- Catholic numbers have dropped in recent years, partly due to the rise of rival religious movements.

"I wish to confirm those who believe in Christ in their faith, by strengthening and encouraging them to revitalize their faith," Benedict said on his arrival, after greeting Mexican President Felipe Calderon.

Some 700,000 visitors were expected in the region for the sixth papal visit to Mexico, after five by the charismatic John Paul II, in whose shadow the trip inevitably took place.

A highlight of the visit was expected to be a vast mass Sunday in the regional Bicentennial Park, which sits below a towering statue of Christ the King.

The pope on Friday alluded to the strong Catholic traditions of the region, where a Catholic rebellion in the 1920s saw the faithful take up arms against laws that stripped the church of power.

In Cuba, the pope will also seek to follow in the footsteps of John Paul II, who was credited with strengthening the church's relationship to the state and urging the communist island to open up, though it remains highly isolated.

Benedict said that Marxism "no longer corresponds to reality" and called for "new models" amid so far timid changes in the communist regime.

Cuba's Catholic community -- which makes up around 10 percent of the population -- is willing "to help create a constructive dialogue to avoid traumas," he said.

The pope is watching his words to avoid giving fodder to dissidents, who have held a series of protests aimed at pressuring the pope into tackling the government on rights.

"We are open to an exchange" of ideas, said Cuban Foreign Minister Bruno Rodriguez when asked to respond to the pope's comments. "Freedom is one of the most supreme values of our culture."

Benedict's visit commemorates the 400th anniversary of Cuba's patron saint Our Lady of Charity, a statue of Mary found in the sea who is revered for her miracles.

The pope hopes to encourage religious fervor in the secular nation and a big turnout is expected among Catholics at masses on the island.

APNewsBreak: Europol chief warns of jihad threat

(AP) ? European security officials warned Friday of the emergence of a new, decentralized jihadist threat, a day after French police shot a homegrown extremist who killed seven people on a hate-fueled rampage.

"It is concerning us," Europol chief Rob Wainwright told The Associated Press in an exclusive telephone interview from The Hague. "We have a different kind of jihadist threat emerging and it's getting stronger. It is much more decentralised and harder to track."

Combating individuals operating outside of networks will take smarter measures in monitoring the Internet, better intelligence and international cooperation in counterterrorism efforts, he said.

Wainwright conceded that there were limits to what law enforcement officials can do. "We can't police the Internet," he said.

Mohamed Merah, a 23-year-old Frenchman of Algerian descent, was killed Thursday in a shootout after police raided the Toulouse apartment where he had been holed up. His attacks killed three French paratroopers, three Jewish schoolchildren and a rabbi, horrifying a nation heading into presidential elections.

Wainwright said Merah lacked the professionalism of terrorists of the past. He said the gunman seemed divided between wanting to increase his death toll and publicizing his acts by filming his deeds and bragging about them.

"It is very telling that he filmed his exploits," he said. "Still, in spite of the mistakes, he managed to carry out significant damage. ... That is the challenge for us."

Wainwright said that al-Qaida's influence looms over the attacks.

"He was acting in line with al-Qaida inspired tactics, and although it may not have been closely coordinated, it was certainly al-Qaida inspired," he said.

A British security official said the key to targeting this brand of individualized terror was figuring out whether people were simply thinking extremist thoughts or would truly turn violent.

"We prefer the term self-starting over lone wolf," the official told the AP on condition of anonymity because of the sensitivity of his work.

"But the reality is that there are hosts of people like this out there and most of them will never do anything. You have to have information to suggest they are about to do something. Unfortunately, there are no thought police."

NEW YORK (AP) ? Yoga clothing seller Lululemon Inc. said Thursday that its fourth-quarter profit jumped 34 percent on strong demand for its pricey wares. But its earnings outlook for the year fell shy of analyst estimates, and shares dipped.

For the quarter ended Jan. 29, Lululemon earned $73.5 million, or 51 cents per share, up from $54.8 million, or 38 cents per share, in the same three months a year earlier.

Revenue rose 51 percent to $371.5 million from $245.4 million.

The Canadian company's results beat Wall Street predictions. Analysts expected a profit of 48 cents per share on $360.2 million in revenue, according to a FactSet poll.

Revenue at stores open at least a year jumped 26 percent when the effect of changing currency values was excluded, while online sales more than doubled to $50.1 million.

For its full fiscal year, which ends in January 2013, Lululemon said it expects earnings of $1.50 to $1.57 per share on $1.3 billion to $1.33 billion in revenue, while analysts are looking for a profit of $1.60 per share on $1.3 billion in sales.

Lululemon's U.S.-traded shares fell $1.71, or 2.3 percent, to $72.36 in morning trading. The stock has doubled in value over the past 12 months.

(AP) ? John Elway flashed that mile-wide grin and turned the microphone over to his new quarterback, Peyton Manning.

Talk about a powerful pair.

Introducing Manning as the newest Denver Bronco on Tuesday, the two Super Bowl winners each talked about hoisting another Lombardi Trophy, this time together. And soon.

"I realize I don't have 14 years left, by any means," Manning said. "This isn't something where I'm just building a foundation to do something in two years or three years. This is a 'now' situation. We're going to do whatever we can to win right now. That's all I'm thinking about right now."

Just so long as Manning's surgically repaired neck goes along with the plan.

Neither he nor Elway has a doubt it will, and the Hall of Famer-turned-executive knew the NFL's only four-time MVP was just what his club needed.

The franchise has won just two playoff games since Elway's career came to an end with a second straight Super Bowl triumph in 1999.

Denver's last playoff victory came over Pittsburgh two months ago, when Tim Tebow delivered a stadium-rocking, 80-yard pass to Demaryius Thomas on the first play of overtime.

But things change, and in the NFL, they can change fast. Tebowmania is now a passing fad in Denver.

A couple of photos of Tebow that once adorned the halls at the Broncos' headquarters were gone Tuesday by the time Manning was introduced.

"I believe that he's got a lot of great football left in him," Elway said of his new QB. And if that's true, the Broncos will wind up paying him $96 million over five years under his new deal.

After holding up his new, bright orange jersey in a photo op with Elway and owner Pat Bowlen, Manning answered many of the questions that have been bouncing around since March 7, when his old team, the Colts, released him to avoid paying a $28 million bonus and set in motion one of the most frenetic free-agent pursuits in history.

The first issue on everyone's mind: So, Peyton, how do you feel?

"I'm not where I want to be. I want to be where I was before I was injured," Manning said, referring to the neck problem that kept him off the field in 2011 after he'd started every game for the Colts for the previous 13 seasons. "I have a lot of work to do in getting to where I want to be from a health standpoint and learning this offense. This is going to take a ton of work."

As far as being the man who could bring about the end of Tebow's stay in Denver, Manning said: "I know what kind of player Tim Tebow is, what kind of person he is ... and what an awesome year he had this year. If Tim Tebow is here next year, I'm going to be the best teammate I can be to him, he and I are going to help this team win games. If other opportunities present themselves to him, I'm going to wish him the best."

On Elway's role in leading him to choose Denver over other suitors, the most serious of which were the Titans and 49ers: "Everyone knows what kind of competitor he is as a player. I can tell he's just as competitive in this new role. That got me excited."

And so, the deal ? the club's most dramatic since Elway was acquired from the Colts in 1983 ? was sealed.

With the new contract in place, Manning plans to retire in Denver. The Broncos, meanwhile, have some protection in the way the deal was formulated. There's no signing bonus. Manning will get $18 million guaranteed for next season, but must pass a physical before each season, starting in 2013, to get paid.

"I don't consider it much of a risk, knowing Peyton Manning," Elway said. "I asked him, 'Is there any doubt in your mind that you can't get back to the Peyton Manning we know of?' And he said, 'There's no doubt in my mind.'"

Elway's move to the front office last year set off a whirlwind of activity that landed the Broncos in the playoffs. But the old QB is in this to win Super Bowls and he's throwing his hat in with Manning, the 50,000-yard passer who redefined the quarterback position through the 2000s, not Tebow ? who seems most comfortable carrying and not throwing the ball.

"Tim Tebow's a great kid. If I want someone to marry my daughter, it's him," Elway said.

But to run an NFL offense, to get a title, he wanted Manning.

"My goal is to make Peyton Manning the best quarterback that's ever played the game," Elway said, "and he's got that ability with the football that he's got left.

"He's a guy that raises all boats. He's already made (his teammates) better, and they haven't met him yet just because of the type of person he is, his reputation and what he's done in this league. So, he's just going to have a tremendous effect on the Denver Broncos."

Manning, who turns 36 on Saturday, said he made a quick connection with Elway, who won his two Super Bowls in Denver after his 37th birthday. Since No. 7's retirement, a long string of 11 quarterbacks have come to Denver, trying in vain to replace the irreplaceable. If anyone can get out of that shadow, Manning could be the man.

He's got two trips to the Super Bowl and one title, 11 Pro Bowls and was the fastest player to reach 50,000 yards and 4,000 completions. His first TD toss for Denver will be his 400th.

Manning's familiar No. 18 was actually retired ? a tribute to Denver's first quarterback, Frank Tripucka. But Tripucka was more than happy to let Manning bring it out of mothballs.

The new face of the Broncos stressed that he was ready to work and was planning to stay in town to do so.

Manning even picked up a playbook Tuesday, but the offense crafted for and by him will be drastically changed from the option-heavy one that Tebow ran in Denver last season. And coaches can't answer any questions Manning might have until April 16, when offseason programs can begin around the league and he'll finally be able to work out at Broncos headquarters.

Still, it's expected he'll be able to run his kind of offense in Denver. Coach John Fox said he can't wait to pair that no-huddle approach with Denver's altitude for a double-whammy on defenses.

One other factor in Manning's decision to play outdoors in the Mile High City: The nearly $40 million in salary cap room the Broncos have, putting them in the mix for quality free agents, possibly including Manning's former teammates Jeff Saturday and Dallas Clark.

The status of Manning's neck, however, will be an ongoing issue. It's one thing to throw through the entire route tree on a practice field, which he did to pretty much everyone's satisfaction, quite another to take a blindside hit from a 300-pound defender, which hasn't happened since he was surgically repaired.

"There's no question I have work to do," Manning said. "I've been very open with the Broncos, really all the teams, about my medical history, about where I am, about how I feel. I really let them tell me. I've put all the cards out on the table, working out for three teams, going through my entire medical history, not just this past year. I couldn't sell myself when it came to that. I had to let them tell me and decide this was something they wanted to do."

Elway, general manager Brian Xanders and Fox all said the goal is for Manning to start the Broncos' first exhibition game in August. That's Manning's desire, too.

"I want to be out there every single snap," Manning said. "Every single play."
