The Treasury Department is already doing a financial juggling act, since brushing up against the debt ceiling a couple of weeks ago. Officials think they can keep that act up for about two more months. By that time, either Congress has to vote to increase borrowing authority, or, Assistant Treasury Secretary Mary Miller says, the government won't be able to pay all of its bills.
"We believe that would be quite catastrophic. That has never happened in the history of the U.S. that we've deliberately defaulted on a debt instrument," Miller said. "To default on an obligation would shake the confidence of the global financial markets. I believe it would have very long-lasting effects.
"Once you took that step, you would be unable to ever say you didn't default on something."
Some Republicans Unconvinced
But not everyone on Capitol Hill is buying that doomsday scenario.
"Failure to raise the debt limit does not equate to a default on our debt at all," said Sen. Pat Toomey (R-PA).
Toomey suggests that even if the government couldn't pay all of its bills this summer, it could avoid a default by making sure what limited money is available goes to pay bondholders first. It's sort of like skimping on groceries in order to cover the mortgage. In a speech to the American Enterprise Institute, Toomey acknowledged that would create some hardships for those who don't get paid ? think Social Security recipients or members of the armed forces. But, Toomey said, it wouldn't be a financial disaster.
"A disruptive series of events is not the same as a catastrophe," he said. "And we ought to keep that very much in mind."
But the Obama administration says lawmakers who want to go down that path are playing with fire. Miller says government bondholders are likely to get spooked if anyone's payments are cut off. And when bondholders get nervous, the price they demand is higher interest rates for the government and everyone else.
"Treasury rates would certainly go up as people lost confidence in Treasury bills and bonds," Miller said. "And those costs, which may look like Wall Street costs, can become very Main Street in the sense that mortgage interest rates, consumer borrowing rates, small-business borrowing would all be impacted by that."
Deal Elusive
Republican leaders say they are willing to raise the debt ceiling, but only if that move is accompanied by cuts in future government spending. House Speaker John Boehner (R-OH) pressed that point Wednesday when he and his fellow House Republicans met with President Obama.
"We had a very frank conversation. I thought it was productive," Boehner said. "I'm looking forward to more serious conversations about how we reduce the deficit and the debt and to get our economy going again and creating jobs."
Many of the economic indicators in recent weeks have been worrisome, with a still-sputtering job market and a 9 percent unemployment rate unlikely to drop much anytime soon.
White House spokesman Jay Carney says even as the president looks for ways to compromise with Republicans on government spending cuts, he's trying not to slam the brakes on the fragile economic recovery.

Vice President Joe Biden has been leading a bipartisan team of lawmakers in search of a budget compromise, which could pave the way for raising the debt ceiling. The group's next meeting is a week from Thursday. But with few obvious signs of agreement, it appears the Treasury's juggling act will continue.

Twitter has just unveiled the Follow Button. This follows their Tweet Button which is already in use on thousands of websites across the web. While the Tweet Button was great for sharing individual pieces of content, the Follow Button is meant to establish more social connections on the service. In this regard, it?s sort of like the Facebook Like Button, which people place on their websites to get other Facebook users to tie themselves to brands remotely. Of course, the Like Button also acts a bit like the Tweet Button as well (that is, you can share individual pieces of content from it too).
Confused yet?
Twitter?s dual-button concept is actually pretty simple. The Tweet Button is to share stuff. The Follow Button is to establish connections with other Twitter users remotely. So if we were to add a Follow Button to the sidebar on TechCrunch, with one click, you could follow our account. This is something Twitter has tried to do a bit with the Tweet Button pop-up (you can have it show the affiliated site account, for example), but this is a lot easier to understand.
And again, it?s all a part of Twitter?s movement towards a stronger social graph with more connections. This will also help with discovery since Twitter is launching the Follow Button on over 50 high-profile sites including places like our sister sites AOL.com, About.me, and Huffington Post. Family Services and Consumer Affairs Minister Gord Mackintosh introduced legislation that would amend the Real Property Act to provide Manitobans with better protection from fraudulent real estate transactions. The legislation would also reduce the red tape and paperwork that businesses have to deal with in certain types of real estate transactions.
?Real estate fraud is a growing concern across Canada,? said Mackintosh. ?It occurs when someone falsely claims ownership of a property and then sells that property to an unsuspecting buyer. The victims are the buyer, the actual legal owner and, under some circumstances, innocent parties drawn into financing a fraudulent transaction.?
The proposed amendments would streamline legal processes involved in correcting land titles, allowing timely decisions on whether an original owner or an innocent buyer should retain the title to the property and who would receive financial compensation for losses. Amendments would also allow those who suffer real estate fraud loss to claim compensation from the assurance fund immediately instead of first suing a wrongdoer and attempting debt collection. In return, the assurance fund would assume the right to collect from the wrongdoer.
The amendments would also tighten signature requirements for transfers of land and mortgages. These are legally complex documents and often involve what may be the largest money value deals for most people. While consumers need to do their part to be vigilant, the proposed rules would help protect property owners and lenders from predatory scam artists.
The complicated rules around when compensation may be claimed from the assurance fund would be simplified and replaced with a two-year time limit that starts when the claimant was aware or should have been aware of their loss.
Other proposed changes were the result of recommendations by the Manitoba Law Reform Commission and would allow landowners to reduce the paperwork and some of the complicated processes involved in sales of land subject to development schemes.
Proposed amendments would also allow the creation of true statutory easements, allowing for full recognition under federal law. These measures would be of benefit to development projects such as wind farms.
?Making these changes to reduce red tape in property development arrangements and modernizing? the process for the establishment and conveying of statutory easements will reduce cost and complexity for businesses in Manitoba and? will benefit our economy. ? said Mackintosh.
Proposed changes to the Real Property Amendment Act are part of Let?s Make a Better Deal, Manitoba?s five-year consumer protection strategy.
